If this is a first life character, consider starting with an 18 dex so you can afford everything at level 1 still. If you don't have enough racial points, just don't put points in the halfling tree at end game. Wizard feels really strong for levelling and especially in low reaper endgame on hardcore. Warforged brings a lot of tank to this build and makes you feel very safe with reliable healing. Strimtom's hardcore season 1, 2 and 3 builds are easy to achieve, high survivability, decent new player starting builds that require no tomes. Some involve race/class/universal tree unlocks but a fair bit don't. I would say new players go look there instead of other places. His builds are really good for starters.

Dex build ranger (Strimtom's Dark Hunter) question about dodge vs weapon finesse. Newbie to DDO here, forgive a possibly stupid question - But I don't understand why Dodge (and later mobility) is preferred over Weapon Finesse. Wouldn't the +4 Dex bonus to melee attack (from Weapon Finesse and 18 Dex) be more helpful than the Dodge bonus?
